HANDCUFFS / RESTRAINTS

TREVOR WAS NOT HANDCUFFED IN THE POLICE CAR. IF HE WAS VERY INTOXICATED OR IF HE WAS UNCOOPERATIVE, WHY NO HANDCUFFS?
The police reports and witnesses said that Trevor was not handcuffed when he was placed into the police vehicle. The initial police reports stated Trevor’s condition as being very intoxicated with an unsteady gait and severely slurred and incomprehensible speech. The initial police reports (translated into English) did not mention Trevor being physically forced into the police vehicle. Later police reports suggested that Trevor had to be forcibly placed into the police vehicle. If Trevor was extremely intoxicated and/or forced to get into the police vehicle, why was he not restrained?
WHY WAS TREVOR LATER LEFT UNHANDCUFFED AND UNGUARDED IN THE LOBBY OF POLICE STATION IF HE HAD SUPPOSEDLY ATTACKED POLICE OFFICERS?
Police reports state that Trevor was placed in handcuffs once he was taken inside the police station. However, it is believed that a couple of hours later, he was again not handcuffed and seated unguarded in a lobby area of the station with citizens. Why would a detained person that is about to be charged with assaulting police officers be left unrestrained with the general public? It is believed he was not guarded at that time because the lobby area was monitored by video. (Which was never made available to the defense). It would appear that Trevor was not viewed as a threat to anyone.
